Na Mwandishi Wetu, Dar es Salaam SERIKALI imesitisha ajira zote, kama njia ya kukabiliana na wimbi la watumishi hewa. Kutokana na uamuzi huo hivi sasa hakuna nyongeza ya mishahara kwa watumishi wa Serikali na wakala zake pamoja na utoaji wa vibali wa likizo ya bila malipo. Akizungumza na MTANZANIA jana jijini Dar es Salaam Katibu Mkuu Utumishi, Dk. Laurean Ndumbaro, alisema kuwa Serikali imesitisha kwa muda utoaji wa ajira, ili kupitia upya muundo wa Serikali na taasisi zake. Alisema utekelezaji wa mkakati huo utakwenda sambamba na kusitisha kwa muda utoaji wa vibali vya ajira zote mbadala pamoja na uidhinishaji wa ajira hizo zilizopo Sekreterieti ya Ajira katika utumishi wa umma na kwenye mfumo wa taarifa za kiutumishi. “Ni kweli tumesitisha kwa muda ili kupitia mfumo wa Serikali na hata kuangalia ulipaji wa mishahara kama upo katika malipo stahiki. “…na hili litakwenda sambamba na hata kusitishwa malipo ya mishahara yanayotokana na upandishwaji wa vyeo kwa watumishi. Tukimaliza zoezi hili ndipo tunaweza kuanza kutoa ajira za Serikali,” alisema Dk. Ndumbaro. Alisema muundo mpya wa utumishi wa Serikali unakwenda sambamba na uhakiki wa malipo ya mishahara, hivyo ni lazima ujue ni nani unayemlipa kuliko ilivyo sasa. Kwa mujibu wa maelekezo hayo uhamisho na uidhinishaji katika mfumo wa watumishi ambao wamehamishwa kutoka kwa mwajiri mmoja kwenda kwa mwajiri mwingine ambao atalipwa mshahara mkubwa kuliko ule wa sasa pia utaangaliwa kwa lengo la kupata taarifa sahihi za mtumishi husika. “Baada ya kukamilika kwa zoezi la uhakiki watumishi pamoja na tathmini ya muundo wa Serikali na taasisi zake, wote wataarifiwa ni lini utekelezaji utaendelea,” alisema. Taarifa kutoka maeneo mbalimbali nchini, zililiambia gazeti hili kuwa maelekezo hayo yalitolewa Juni 13, mwaka huu na kusambazwa katika maeneo mbalimbali ikiwemo kwa makatibu wakuu wote, makatibu tawala wa mikoa, kwa wakuu wa idara za Serikali zinazojitegemea. Waliotakiwa kutekeleza maelekeo hayo ya Serikali ni wakurugenzi wote wa majiji, manispaa na miji, wakurugenzi watendaji wa halmashauri za wilaya, watendaji wa taasisi za umma na watendaji wa wakala za Serikali kwa upande wa Tanzania Bara.

CUADRADO SET FOR NEW CHELSEA CHANCE

Kwa mujibu wa taarifa hiyo, Mradi wa Kaya Salama chini ya ufadhili wa TASAF, utasaidia mkakati wa Serikali ya Tanzania wa kuongeza misaada ya fedha bila masharti, sambamba na kuongeza ushiriki wa walengwa kufaidika kwenye programu mpya zinazohusisha kuboresha nguvu kazi kubwa ya umma, uwekaji akiba na vitegauchumi. Desemba mwaka jana, mradi huo ulipata maendeleo makubwa kwa kufikia lengo la kaya milioni 1.1, au wastani wa watu milioni 6.6 miongoni mwa asilimia 15 ya watu masikini jumla ya idadi ya Watanzania milioni 45. “Kuongezwa kwa kiwango hicho cha fedha katika kusaidia mtandao wa uzalishaji wa jamii salama kutaleta mageuzi makubwa katika mradi huo wa kusaidia kaya masikini Tanzania.,” alisema Bella Bird, Mwakilishi Mkazi wa Benki ya Dunia wa Tanzania, Burundi, Malawi na Somalia.

Waziri aeleza ugumu usambazaji sukari

SERIKALI imesema licha ya kuingiza nchini tani 41,000 za sukari usambazaji wake umekuwa wa kusuasua kutokana na kukosekana kwa ushirikiano kati ya wakuu wa mikoa na wasambazaji. Waziri wa Viwanda, Biashara na Uwekezaji, Charles Mwijage alisema hayo jana wakati akizungumza na waandishi wa habari kuhusu hali ya sukari nchini. Alisema serikali imefanya jitihada katika kuagiza sukari lakini usambazaji umekuwa wa kusuasua na kusababisha baadhi ya maeneo kuwa na upungufu. Mwijage alisema hesabu za wataalamu kwa mwezi mtukufu wa Ramadhani zinahitajika tani 40,000 kwa mwezi na hadi kufikia Juni 13 mwaka huu tayari tani 41,000 zilikuwa zimewasili bandarini, lakini changamoto kubwa imeonekana kuwepo kwenye usambazaji wa bidhaa hiyo. Sambamba na hilo, wakuu wa mikoa na wilaya wameagizwa kuwasiliana na Katibu Mkuu wa Wizara ya Kilimo, Mifugo na Uvuvi, Dk Florens Turuka ili kuwasilisha mahitaji ya sukari kwenye maeneo yao. Alisema sukari ipo lakini tatizo lipo kwenye usambazaji unaosababishwa na ukosefu wa ushirikiano. “Tulishasema sukari ipelekwe kila mkoa kwa ujazo mkubwa kuanzia tani 300-500 ili kudhibiti uhaba wa sukari, tukiwauliza wenye sukari wanasema sukari ipo lakini ukiwauliza wanunuzi wanasema sukari hakuna,” alisema Mwijage. Hata hivyo alisema wizara hiyo imeandika dokezo kwa wahusika wenye sukari wapeleke kiasi gani kwa kila mkoa na kuwaomba watendaji wa Serikali na viongozi wenye dhamana wawasiliane na Katibu Mkuu ili awasiliane na wasambazaji waweze kupeleka sukari mikoani maana ni kweli kuna tatizo la sukari . Alisema namna ya kutatua tatizo hilo ni viongozi wa mikoa kufuatilia na kutoa maelekezo wanahitaji tani ngapi katika mikoa yao kama walivyofanya wakuu wa mikoa ya Mwanza na Manyara.

Mkapa kwenye tamasha hilo amesema “kuhusu ubinafsishaji huo ndio kitu naweza kukiri nilikosea na ninachoweza kuwaomba Watanzania msamaha.” Mashiriki mengi ya umma pamoja na viwanda vilivyokabidhiwa kwa wawekezaji kutoka nje vilikufa na wengine kutumia mali hizo za taifa katika kujipatia mikopo na kufanya mambo mengine nje ya malengo yaliyokusudiwa. Hata hivyo, Mkapa amesema “nilifanya kosa lakini hatuwezi kusema ubinafsishaji haufai kwa sababu ulisaidia kuleta mabadiliko na na kuongeza uzalishaji katika mashirika yaliyokuwa yameshindwa kuendeshwa na serikali.” Ametoa mfano kwamba, “wakati mimi naingia madarakani viwanda vya sukari vya Mtibwa, Kagera, na Kilombero vilikuwa vikizalisha tani 120,000 hadi 130,000 lakini wakati naondoka niliacha vinazalisha tani 300,000. “Mtibwa ilikuwa imeishakufa kabisa, lakini tuliweza kukirudisha na baada ya mimi kuondoka vimeendelea kuzalisha lakini inashangaza kuona miaka 17 wameshindwa kuongeza uzalishaji.” Hata hivyo Mpaka alirudisha lawama kwa Watanzania kwamba, wana hulka ya kuzungumzia zaidi watu kuliko kuzungumzia sera na kuziboresha ili ziwe na tija kwa taifa. Kwenye hotaba yake Mpaka amesema kuwa, Mwalimu Nyerere alishughulishwa katika kutafuta maendeleo ya Watanzania na kwamba, hakupinga ubinafsishaji kwenye taifa hili. “Mwalimu Nyerere alikubali dhana ya ujasiriamali, uwekezaji, ushindani, ubunifu, ufanisi na utengenezaji wa faida vitu ambavyo viko sambamba na Ubepari,” amesema Mkapa na kuongeza; “Vitu alikuwa anavitaka Mwalimu ni baadhi ya mambo mabaya ya Ubepari ikiwemo unyonyaji na mgawanyo wa faida usio sawa na ndio maana akaweka Azimio la Arusha akilenga kuwa na jamii ya usawa isiyo na unyonyaji.” Akizungumzia ubinafsishaji wa Benki ya Taifa ya Biashara (NBC) amesema, Mwalimu Nyerere aliona faida za ubinafsishaji na kwamba, aliona umuhimu wa kuibinafsisha benki hiyo. “Kuhusu NBC Mwalimu si kwamba alikuwa anapinga kuibinafsisha bali ni namna ambavyo inaweza kuwanufaisha wananchi baada ya kuibinafsisha,” amesema Mkapa.

Valencia reject Chelsea bid for Andre Gomes, according to Sky sources

Chelsea have had a £32m bid rejected by Valencia for their Portugal international Andre Gomes, according to Sky sources. It is understood Valencia are keen to drive up the fee for Gomes, due to a sell-on clause between themselves and his former club Benfica. It is a stance that has left Valencia and Chelsea approximately £10m apart in their valuation of the player.

De Gea and Muniain implicated in sexual abuse case

Spanish national team footballers David de Gea and Iker Muniain have both been implicated in the ongoing case against pornography entrepreneur Ignacio Allende Fernandez, better known as Torbe.A witness in the case - in which Torbe is accused of human trafficking for purposes of sexual exploitation, sexual assault, child pornography, prostitution, extortion and money laundering - has testified that she was abused by Muniain, after De Gea arranged the meeting, which was said to be between her, Muniain and another player, who at first was thought to be Isco but has yet to be revealed.Muniain is alleged to have had sex with the woman in 2012, while De Gea is alleged to have arranged the meeting, though he wasn't physically present.

According to eldiario.es, the arm of the national police force tasked with such matters has attributed a "high degree of credibility" to the women's testimony, and to those of two other women.They have also ruled out the possibility of "motives existing to discredit those denounced for economic or personal reasons".The victim's statement, made in front of agents, details a number of instances of harassment by the Torbe network, including an incident involving the Manchester United and Athletic Club players in a five-star Madrid hotel in 2012.

ERIC BAILLY'S FIRST INTERVIEW AT UNITED

Eric Bailly spoke exclusively to MUTV about his pride and delight at joining Manchester United, immediately after completing his transfer from Villarreal CF on Wednesday afternoon. Subject to obtaining a work permit, the Ivory Coast international will become the fifth African international player to represent the Reds. The first signing under new manager Jose Mourinho, he could make his first appearance when United face German side Borussia Dortmund in Shanghai on 22 July as part of Tour 2016, presented by Aon. Bailly sat down with MUTV to discuss his arrival and what the future has in store for him at Old Trafford. You watch the interview in the video player above, and read a transcript below… Welcome to Manchester United, Eric. How does that sound? Firstly, thanks very much for the welcome. I'm really happy to be here at the biggest club in the world. It's a dream come true for me. I'm very happy to be here in Manchester. Now you have the badge on your chest, it must feel very special for you? It’s a real joyful moment for me. I’ve always dreamt of playing in English football. When Manchester United was mentioned I didn’t have to think twice. It’s a dream come true. I’m really happy I’m in Manchester. As you say, it did take a while to come to fruition, but now the contractual stuff is sorted out, I’m really happy. What do you make of the style of English football and how will it suit you? As you know, it is a different style to Spanish football; it’s more physical and maybe more direct as well. It’s a style of football I’ve always liked. I’ve always thought it would suit my style of football as well. I hope that I can get used to it and start to enjoy it over the coming months, years and seasons to come after that. It must feel like a whirlwind for you, given the way your career has taken off? Things have moved on pretty quickly career-wise but that improvement has been down to a lot of hard work that I’ve put in as an individual and with the team I’ve played for. It has been fast progress and development but I still feel I’m young. I need to develop even more and I hope to progress now I’m at this massive club. I think with working even harder I hope to progress as a player and I hope that involves winning trophies as well. You must hope to settle into the squad very quickly? I think it’s very important that I settle in quickly. I hope that with the coaching staff and the help of my team-mates that this process will be as quick as possible. It’s important to pick up the dynamic and the tempo of the football here as soon as the season starts. And as I say, hopefully with the help of everyone here I can do that quickly. You are the first signing of Jose Mourinho – that must be exciting? It is really very special. First and foremost as a young player it’s a real confidence boost that a manager with so much experience of English football has trusted in me by making me his first signing. Again it’s all about that settling-in period, hoping that I evolve and progress as a player as quickly as possible to get up to speed in the English league. Finally, do you have a message for the Manchester United fans around the world? My message to the fans would be thank you for the great welcome so far. I’ve noticed a positive reaction on social media and people are pleased to see me here. Being a young player arriving at a big club is great; it’s something that really helps me on the way. In return I hope to put a smile on the faces of Manchester United fans with my style of play and what I achieve at the club.

MANCHESTER UNITED SIGN ERIC BAILLY

Manchester United is delighted to announce that Eric Bertrand Bailly has completed his transfer from Villarreal CF, subject to successfully obtaining a work permit. Eric joins on a four-year contract with the option to extend for a further two years. Bailly, 22, made 47 appearances for Villarreal since joining on 29 January 2015. The Ivory Coast central defender has made 15 appearances for his country and was part of the 2015 Africa Cup of Nations-winning team, having appeared in all six matches during the competition. Bailly said: "It is a dream come true to be joining Manchester United. To play football at the highest level is all I have ever wanted to do. "I want to progress to be the best that I can be and I believe working with Jose Mourinho will help me develop in the right way and at the right club. I am looking forward to meeting my new team-mates and to starting this new chapter of my life." Mourinho said: "Eric is a young central defender with great natural talent. He has progressed well to date and has the potential to become one of the best around. "We look forward to working with him to help nurture that raw talent and fulfil his potential. Eric is at the right club to continue his development."

But during a Facebook Q&A that followed in Paris, Ibrahimovic was asked by one brave football supporter whether he could "announce and confirm" if he would be going to Manchester next season. "There is no confirmation," replied the Swede, who mistook the supporter for a journalist.

"You are a journalist, no? There is no saying 'yes' or saying 'no' so you will have to have patience. "I want you to keep wondering where I will go, keep making stories because I enjoy when these stories go out. When I feel tired I will let you know what my next destination is." Despite not being able to help PSG win the Champions League the Sweden captain said it was the right moment to call time on his career in the French capital "If I wanted, I could've stayed five more years," he added. Jose Mourinho settles with Eva Carneiro at employment tribunal

Chelsea and Jose Mourinho have reached a settlement with former team doctor Eva Carneiro over claims she was constructively dismissed by the club and discriminated against by its former manager. Manchester United manager Mourinho - who had not been expected to attend until he was due to give evidence next Monday and Tuesday - arrived at the tribunal in Croydon just after 1pm on Tuesday, along with Chelsea chairman Bruce Buck.

Their arrival delayed the start of day two, during which Carneiro was due to begin giving evidence, but after last-minute talks between the parties, a settlement was agreed shortly before 3.30pm. The case was expected to last seven to 10 days and on Monday it was revealed that Carneiro had refused £1.2m to settle her claims with Mourinho and Chelsea.

A statement on the club's official website read: "Chelsea Football Club is pleased to announce that it has reached an agreement with Dr Carneiro which brings her employment tribunal proceedings against the club and Jose Mourinho to an end. "The club regrets the circumstances which led to Dr Carneiro leaving the club and apologises unreservedly to her and her family for the distress caused. We wish to place on record that in running onto the pitch Dr Carneiro was following both the rules of the game and fulfilling her responsibility to the pl players as a doctor, putting their safety first.

"Dr Carneiro has always put the interests of the club's players first. Dr Carneiro is a highly competent and professional sports doctor. She was a valued member of the club's medical team and we wish her every success in her future career. "Jose Mourinho also thanks Dr Carneiro for the excellent and dedicated support she provided as First Team Doctor and he wishes her a successful career."

A statement from Carneiro read: "I am relieved that today we have been able to conclude this tribunal case. It has been an extremely difficult and distressing time for me and my family and I now look forward to moving forward with my life.

"My priority has always been the health and safety of the players and fulfilling my duty of care as a doctor. In running onto the pitch to treat a player, who requested medical attention, I was following the rules of the game and fulfilling my medical responsibilities. "I would like to thank everyone who has supported me including my husband, family and friends and members of the football community." A spokesman from Women In Football added: "Women in Football are delighted that Eva's name has been rightly cleared and her professional reputation as a doctor upheld. "Eva has been courageous in her fight for a public apology from Chelsea and acknowledgement that on the day in question she was simply doing her job. We completely deplore and condemn her treatment by the club since and welcome their unreserved apology."
